This article describes an improved hierarchical Takagi-Sugeno expert system, which is based on the proposed expert system published earlier. This approach should be effectively applied in a system that evaluates the professional competencies of people (job applicants, employees). The previous proposed system works with any number of competencies which were represented by its percentage evaluation and its importance from the predetermined scale. The result of this expert system was the overall competencies evaluation of the person (towards the job position) and the whole hierarchical evaluation was visually shown to the user. The extended version of this expert system has another input. It is a binary attribute that determines whether the competence is mandatory. If the person does not meet the compulsory competency (0% rating), the rating of the pair (where the pair occurs) is automatically rated 0%. Another mechanism that is used here is the transmission of this zero result in the next part of the hierarchy. So, if the job applicant or employee has unfulfilled one compulsory competency, the total result is 0% in final evaluation of applicant. However, HR managers have a visualization of the whole evaluation process, so they know which competency or competencies caused this result.
