The individuality of the manager, his personal disposition (psychological, social, physical, professional), his / her abilities, skills and knowledge is decisive for the particular person's deployment in a real crisis situation. The manager has to manage not only routine but is also responsible for managing the situation endangering the lives of people, causing extensive material damage and, eventually, rehabilitation of affected organizations. In such situations it is necessary to replace managerial management (leadership) with the Management Command. The principle of Managerial Command is the choice of a new (unusual, special) strategy and its immediate implementation into the existing system, a strategy to save significant resources of the organization - especially human and economic. The identification of priority psychological, professional, physical and social factors in the decision-making situations of the unexpected crisis was solved by qualitative and quantitative analyzes of the Panel of Experts outputs. The required degree of so-called Hard Skills has been determined including the areas of authority, self-regulation, information processing, and so-called Soft Skills including communication, self-management, expertise knowledge and skills. On the basis of the difference between the achieved values and the optimum it is subsequently possible to establish a development program for specific sub-competences.
