Autor opisuje problemy związane z tworzeniem słownika terminologii zintegrowanego systemu reagowania w sytuacjach kryzysowych. W pierwszej częsci skupia sie na projekcie unijnym Czesko-polskie centrum leksykograficzne. W drugiej opisuje różne rodzaje myślenia wykorzystane przy pracy nad słownikiem. Ostatnia opisuje strukturę monografii.

The author describes the problems associated with the development of dictionary of the terminology of the integrated system emergency response. In the first parts he describes of project of EU "Czech-Polish lexicographical center". In the second parts he describes the different types of thinking used to work on the dictionary. In the last parts he describes the structure of the monographs.
