Teoretický model plánování jazyků je v mnohých ohledech univerzální a použitelný pro různé konkrétní národní jazyky. V příspěvku, který vychází z výsledků výzkumu metajazykové axiologické kompetence uživatelů (spisovné) češtiny, se naznačuje rozdíl mezi plánováním statusu jazyka a jeho kodifikací v příručkách, zdůrazňuje se politický aspekt jazykového plánování, jeho podřízenost ideologii státu, zájmům většinové společnosti, upozorňuje se na možnost dezinterpretace očekávání ze strany běžných uživatelů jazyka. Praktickou část příspěvku tvoří prezentace názorů na kodifikaci, názorů zaznamenaných prostřednictvím příslušného sociolingvistického dotazníku, konkrétně názorů na to jak často a jakým způsobem by vlastně kodifikace měla probíhat.

The theory of language planning includes the description of language status, corpus and language acquisition. It is universal in many ways. The realisation of the three component parts of language policy presupposes (among other things) the choice of a particular variety of a language, its promotion to the role of a means of nationwide public communication and the following cultivation of the given variety. The social force of a literary standard is not a permanent state of affairs, and at a certain stage of a language's development a destandardisation takes place, referring to the strengthening of another language variety. Codifiers (linguists) often discuss the fact whether the codification of a literary standard should be drawn near to the spoken usage and what the extent of linguistic intervention should be like. Language policy, as well as politics in general, is an ideological issue and varies from fundamental purism to liberal politics.
