Periferization, Minority Marginalization

Jádrem příspěvku je koncept periferizace jako nástroj k systematické marginalizaci minority ve státě. Práce aplikuje geografickou metaforu jádra-periferie na jednotku státu. Na případové studii formuje termín periferizace, mapuje genezi vztahů a stategie centrální vlády uplatňující po získání nezávislosti v roce 1946 politiku arabizace vůči kurdské minoritě včetně proměn sídelní struktury regionu spojených s lokalizací minority. Příspěvek se snaží identifikovat a analyzovat nástroje, jimiž režim ospravedlňuje a vykonává diskriminační politiku zacílenou na udržování a reprodukci mocenského establishmentu.

The core of paper deals with concept of periferization as a tool for systematic minority marginalization in the state. The paper applies the geographical metaphore of core and periphery on the scale of the state. Using the case study forms the term periferization, mapping relations development and strategy of the central government exercising the arabization policy towards the Kurdish minority including spatial changes of the region after gaining independence in 1946. As a milestone of the modern history of Kurds` exclusion could be considered the special census in the 60`s 20th Century, what has enabled the citizenship removing for the significant part of Kurdish nationals and rights associated with it. The paper seeks to identify and to analyze the tools, which are used to justify and exercise discrimination policy focused on maintaining and reproduction of the authority establishment.
