Příspěvek se zabývá problematikou využití metod a nástrojů strategického plánování sociálních služeb ke zvyšování jejich efektivity, kvality. Měřitelnost parametrů kvality služby je spolu se zaváděním standardů kvality sociálních služeb jedním z nejvíce frekventovaných témat konferencí a úvah odborníků v této oblasti. Metoda komunitního plánování, která získala exkluzivitu v plánování sociálních služeb měst a regionů za posledních deset let, vykazuje některé nedostatky. Proto se v sociálních službách objevují i jiné metody a nástroje efektivního řízení, převzaté z managementu ziskového a veřejného sektoru, které mají níže zmíněné nedostatky odstranit. Příspěvek obsahuje výčet metod, zdůvodňuje jejich použití a v závěru nastiňuje hierarchický model využití nástrojů efektivního řízení v systému hierarchie sociálních služeb v ČR.

The paper focuses on issues related to the use of methods and tools of strategic planning of social services in order to improve the duality and effectiveness of services. The measurability of service duality parameters, together with the introduction of duality standards in social services, are aminy the most frequently discussed topics at conferences of social services Professional and experts. The Metod of community planning - which in the last 10 years has come to exclusively dominace social services planning in towns, cities and regions - suffers from a numer of weaknesses. In order to address these weaknesses, social services have adopted other effective management methods and tools that are already wellestabilished in commercial businesses and the public sector. The paper lists relevant methods, give reasons for thein use, and concludes by outlining a hierarchocal model for the utilization of effective management tools in the hierarchy of social services in the Czech Republic
